We are looking for an external consultant, Data Manager, to support a long-term public health data initiative. This is a full-time position requiring on-site presence in Malta. The consultant will support data management, surveillance reporting, KPI monitoring, and the evaluation of a national public health IT infrastructure. The role focuses on ensuring data quality, structured reporting, and alignment between analytical outputs and business requirements.
Key Responsibilities
- Provide data management and analytical support within a public health surveillance environment
- Define and monitor KPIs related to system development and implementation
- Ensure robust data quality assurance mechanisms are defined, documented, and monitored
- Design, analyse, and optimise surveillance data processes
- Develop and modify business intelligence reports and dashboards
- Extract, analyse, and generate structured reports and datasets
- Prepare legacy data/scripts for migration and transformation
- Support User Acceptance Testing (UAT) and technical reviews
- Collaborate with technical teams and stakeholders to define and implement data-related requirements
- Contribute to technical documentation, evaluation reports, and training materials
- Participate in coordination meetings and technical workshops
Requirements
- Bachelor's degree in Data Management, Computer Science, Data Analysis, Statistics, Epidemiology, or related field
- Minimum 2 years of experience working with SQL or R in data quality assurance and validation
- Experience in data visualisation and interactive reporting tools (e.g. Power BI or equivalent)
- Experience working with health, surveillance, or epidemiological data is considered an asset
- Strong understanding of KPI definition and performance monitoring
- Ability to design, document, and monitor structured data processes
- Fluent English (minimum B2 level)
- Ability to work on-site in Malta during core working hours
